What is it about?
This is about making it easier for students from abroad to travel within the EU during school trips third countries, living and studying in Poland. The procedure aims to increase the integration of third-country nationals by minimizing formalities related to border crossing, stay or transit of students. The way to implement the assumed limitation is to recognize the list of students, i.e. the travel document called "List of travelers for trips in the European Union", as a travel document.
Who does it apply to?
Foreigners who are students from third countries, participating in a school trip to another European Union Member State.
An EU Member State will not require a visa from a student who is not a national of a Member State but who is legally staying in another Member State and who wishes to enter its territory for a short stay or for transit purposes if:
- travels as part of a school trip as a general education student;
- the group is accompanied by a teacher from that school who can provide a list of the students with whom he or she is traveling, drawn up by that school:
- indicating students under the teacher's supervision,
- stating the purpose and circumstances of the intended stay or transit;
- the student will present a valid travel document entitling him to cross a given border, except for the cases described in Art. 2 of the Council Decision of 30 November 1994 on joint actions adopted by the Council pursuant to Art. K.3 section 2 letter (b) Treaty on European Union on travel facilities for pupils from third countries staying in the Member States (94/795/JHA)
Personal data of foreigners traveling on trips within the European Union and their right to re-enter the territory of the Republic of Poland are confirmed by the voivode competent for the school's seat.
Detailed information about the tour list can be found in Council Decision of 30 November 1994 on joint actions adopted by the Council pursuant to Article K.3 section 2 letter (b) of the Treaty on European Union on travel facilities for pupils from third countries staying in the Member States.
Where to submit the application?
Submit the correctly and completely completed application in Polish in person to the Department of Foreigners' Affairs in Warsaw at ul. Marszałkowska 3/5, mezzanine, stand 21 (please take a number with the letter "W").
You also have the option of submitting a completely and correctly completed application in paper form - by post or through the application office at ul. Marszałkowska 3/5 in Warsaw, documents submitted to the filing office are not verified and are not confirmed to be true to the original.
The service is available after prior reservation of the date and time e-service portal. By booking an appointment, you accept at the same time registration regulations.
What documents to submit?
- 2 completed copies travel lists for trips within the European Union with the signature and stamp of the school principal;
- A copy of 1 page of the passport of students from third countries (confirmed by a notary or by presenting the original when submitting the application in person) or other identity document;
- Copy documents confirming legal stay in the territory of the Republic of Poland
