When to apply?
Submit an application if you are staying in Poland continuously for a period not shorter than 5 years from the date of posting refugee status, subsidiary protection and/ or consent for humanitarian reasons.
You submit an application for a permanent residence permit personally5 years after granting refugee status, subsidiary protection or consent on humanitarian grounds.
If you submit your application on time and it will not be in it formal deficiencies or you complete formal deficiencies within the time limit indicated by us, your stay will be legal from the date of submitting the application to the date on which decision on this matter will become final.

Where to submit the application?
Correctly and completely completed application submit in person at the Department for Foreigners in Warsaw.
From January 2025, when submitting an application for a permanent residence permit at ul. Krucza 5 in Warsaw, the Office employee will ask you to submit a completed and printed application MOS system and so far with inPOL Foreigner Portal
Permanent residence applications are accepted only in one location in Warsaw:

You can make an appointment only after completing the application on inPOL foreigner's portal.
New appointment times are available every day, so if there are no appointments available today, try tomorrow. It is worth submitting a fully completed application in person, as this will significantly streamline the procedure for legalizing your stay.
If you do not have this possibility, please submit your application in another accessible way:

Documents submitted to the Registry Office are not verified and are not certified as true copies of the original.

WSC customer service is provided solely on the basis of a number collected from a ticket machine or an online visit booking.
there is a daily limit - 100 numbers issued by the ticket machine for number C - correspondence submitted in person to the Department of Foreigners' Affairs. You can submit up to 8 cases per number.
Online reservations for visits are available on the website www.e-uslugi.mazowieckie.pl . Since September of this year, online visits for number C can be scheduled every 15 minutes. Up to 8 cases can be submitted during one visit.

Remember that an application submitted in another available way must also be completed and printed from the MOS system and the inPOL Foreigner Portal.
Free slots are made available every day, so if there are no available slots today, try tomorrow. It is worth submitting a fully completed application in person, as it will greatly facilitate the procedure of legalizing your stay. If you are unable to do so, please submit a complete and correctly completed application on paper post office.
What counts is the date of posting the correspondence at the post office. If you submit the application by post, you will have to wait for the Office's call, and the process of legalizing your stay will be much longer. Then, after receiving the summons, you will be obliged to appear in person on the indicated date, in order to, among other things, assemblies fingerprints. Applications are considered in the order in which they are received.
If you are submitting an application for a child who has turned 6 years of age, it will also be necessary for him to appear.

What documents to submit?
Documents needed to initiate the procedure (so-called formal requirements):
- proposal in 2 copies, completed in accordance with the instructions;
- 4 Photos;
- photocopy a valid travel document (original available for inspection). In particularly justified cases, when you do not have a valid travel document and you are unable to obtain it, you can present another one a document confirming your identity;
- to start the procedure, you will also need confirmation that you have applied stamp duty in the amount of PLN 640, yours personal appearance and submission fingerprints.
Completion of the above-mentioned activities on time, while maintaining the condition of submitting the application during legal stay, will allow you to include in your passport stamp confirming the submission of the application.
If you do not complete the formal defects, your application will be left unprocessed and the proceedings will not be conducted.
However, in the event of removal of formal deficiencies after the expiry of the deadline, and before the authority sends a notification that the application has not been considered, the date of submission of the application should be considered the date of supplementing all formal deficiencies of the application. In the above situation, it is not possible to place a stamp in the passport confirming the submission of an application for a permanent residence permit.

What should I know?
The permit is issued for an indefinite period. The permit entitles you to work without a work permit.

I have received a decision - how to obtain a residence card?
We issue a residence card after obtaining a positive decision on granting a permit.
Wait for an SMS message with the date of receipt of the decision and the card. Remember to inform the Office of any change of residence and contact number.
