When to apply?
Apply for a residence permit EU long-term resident personally, no later than the last day legal stay on the territory of Poland.
You can submit an application after at least 5 years of residence in Poland.
If you submit your application on time and it will not be in it formal deficiencies or you complete formal deficiencies within the time limit indicated by us, your stay will be legal from the date of submitting the application to the date on which decision on this matter will become final.

Where to submit the application?
Correctly and completely completed application submit in person at the Department for Foreigners in Warsaw.
Applications for long-term resident EU residence are accepted only in one location in Warsaw:

You can make an appointment only after completing the application on inPOL foreigner's portal.
Free slots are made available every day, so if there are no available slots today, try tomorrow. It is worth submitting a fully completed application in person, as it will greatly facilitate the procedure of legalizing your stay. If you are unable to do so, please submit a complete and correctly completed application on paper post office.
What counts is the date of posting the correspondence at the post office. If you submit the application by post, you will have to wait for the Office's call, and the process of legalizing your stay will be much longer. Then, after receiving the summons, you will be required to appear in person within the specified period, in order to assemblies fingerprints. Applications are considered in the order in which they were received.

What documents to submit?
Documents needed to initiate the procedure (so-called formal requirements):
- proposal in 2 copies, completed in accordance with the instructions;
- 4 Photos;
- photocopy a valid travel document (original available for inspection). In particularly justified cases, when you do not have a valid travel document and you are unable to obtain it, you can present another one a document confirming your identity;
- a document confirming possession legal title to the premises;
- to start the procedure, you will also need confirmation that you have applied stamp duty in the amount of PLN 640, yours personal appearance and submission fingerprints.
Completion of the above-mentioned activities on time, while maintaining the condition of submitting the application during legal stay, will allow you to include in your passport stamp confirming the submission of the application.
If you do not complete the formal defects, your application will be left unprocessed and the proceedings will not be conducted.
However, in the event of removal of formal deficiencies after the expiry of the deadline, and before the authority sends a notification that the application has not been considered, the date of submission of the application should be considered the date of supplementing all formal deficiencies of the application. In the above situation, it is not possible to place a stamp in the passport confirming the submission of an application for a long-term resident's EU residence permit.
Documents needed to grant the permit:
- documents confirming knowledge of the Polish language, e.g. a certificate issued by the State Commission for the Certification of Proficiency in Polish as a Foreign Language at the language proficiency level of at least B1 or a certificate of completion of a school in Poland (e.g. primary school, middle school, high school, technical high school) or a bachelor's degree/ with a supplement stating that the language of instruction was Polish) or a certificate of graduation from a foreign school with Polish as the language of instruction. Any certificates and attestations issued by other institutions are not accepted;
- a statement made with reference to the content of Article 233 § 1 of the Act of June 6, 1997 - Penal Code (Journal of Laws of 2019, item 1950, as amended) on the number of people currently dependent on you, and in the last three years;
- current possession documents stable and regular source of income sufficient to cover the costs of living for yourself and your dependent family members, e.g. a current contract of employment/ mandate/ specific task or other basis for collecting remuneration along with documents entitling you to perform work in the territory of the Republic of Poland;
- documents confirming possession stable and regular source of income sufficient to cover the cost of living for yourself and your dependent family members in the last three years, e.g. employment/commission/specific work contracts or other basis for receiving remuneration together with documents entitling you to work in the territory of the Republic of Poland, information on income and on withheld income tax advances (PIT 11 or PIT 11A), tax returns (PIT 37 or PIT 40) with confirmation of sending them to the competent tax office (originals available for inspection) or certificates from the tax office on the achieved income containing the amount of income, contributions to social and health insurance and tax;
- documents confirming the possession of health insurance within the meaning of the provisions on general health insurance or confirmation of coverage by the insurer of the costs of treatment in the territory of the Republic of Poland, e.g.
- certificate from ZUS on social security contributions paid for the last three years, containing information on who is the payer of contributions, what is the monthly basis for contributions, whether pension, sickness, accident and health insurance contributions are paid, on periods of unpaid leave or sick leave together with information on the monthly amount of the sickness benefit received;
- documents supporting your 5-year legal and uninterrupted stay on the territory of Poland (i.e. a photocopy of the previous passport containing visas together with the original available for inspection);
- if the legal title to occupy a flat valid on the date of issuing the decision expires in the course of the proceedings, e.g. a lease agreement, a lending agreement with civil status records confirming kinship / I inform you that pursuant to art. 219 sec. 3 of the Act of 12 December 2013 on foreigners, a contract for the use of premises is not considered a legal title, unless the lender is a descendant, ascendant, spouse, spouse's parents or siblings of a foreigner;
- in the event that a single stay outside the territory of Poland lasted longer than 6 months, and all stays exceeded 10 months in total - documents confirming that your stay on the territory of Poland was uninterrupted or documents stating the reasons for interruptions in stay.
You submit all documents in original/certified copy. Use the cover letter when sending documents to the Department of Foreigners' Affairs.

Can I work?
After obtaining a long-term resident's EU residence permit, you can work in Poland without the need for a work permit. The residence card issued in connection with granting a long-term resident's residence permit contains the annotation "access to the labor market".
I have received a decision - how to obtain a residence card?
We issue a residence card after obtaining a positive decision on granting a permit.
Wait for an SMS message with the date of receipt of the decision and the card. Remember to inform the Office of any change of residence and contact number.
