When should I apply for edition document?
Apply for a Polish identity document for a foreigner if:
- you are staying on the territory of the Republic of Poland and you do not have any citizenship, if it is in the interest of the Republic of Poland;
- you are a victim of human trafficking;
- you are a minor foreigner, born in the territory of the Republic of Poland and residing in this territory without the care of your parents, if it is not contrary to the interest of the Republic of Poland and the best interests of the child.
The application on behalf of a minor foreigner is submitted by parents or guardians appointed by the court or one of the parents or one of the guardians appointed by the court.
When should I apply for exchange document?
Polish foreigner's identity document you replace if:

the data included in the previous document has changed, e.g.: name;
-
your appearance has changed to such an extent that the photograph in the existing document will not allow for your identification;

you have lost your current document;
-
the existing document has been corrupted.
You submit an application for a replacement of a foreigner's Polish identity document within 14 days of the occurrence of the above-mentioned circumstances. The application on behalf of a minor foreigner is submitted by parents or guardians appointed by the court or one of the parents or one of the guardians appointed by the court.
Where to submit the application?
Correctly and completely completed application via inPOL foreigner's portal, print and submit at the Department for Foreigners in Warsaw, ul. Marszałkowska 3/5, stand 21 (take a ticket with the letter "W").
If you are unable to submit the application in person, please send a complete and correctly completed application in paper form by post. You can also submit via the application office, ul. Marszałkowska 3/5 Warsaw. Documents submitted to the Registration Office are not verified and are not confirmed to be true copies of the originals. The service is available after prior reservation of the date and time e-service portal. By booking an appointment, you accept at the same time registration regulations.
If you submit your application by post or through the application office, you will have to wait for the Office's summons. Then, after receiving the summons, you will be obliged, within the time limit specified in the summons, to present the original documents. During the visit, you can also submit other required documents.
What documents do I need to attach to the application?
Documents needed to initiate the procedure (so-called formal requirements):
- application in 1 copy, completed in Polish, in accordance with the instruction, via inPOL foreigner's portal. In the case of a minor child, an application signed by one of the parents or a court-appointed guardian;
- 2 Photos;
- photocopy of the document confirming identity (original available for inspection);
To start the procedure, you will also need confirmation that you have paid for the issue or replacement of the document.
Documents needed to issue a Polish identity document for a foreigner:
- documents necessary to confirm the data and circumstances provided in the application, i.e. documents confirming the inability to obtain a travel document issued by the competent authorities of the country of origin, documents confirming the status of a stateless person.
If you do not complete the formal deficiencies, your application will remain left unrecognized and proceedings will not be conducted.
You submit all documents in original/certified copy. You can complete the missing documents in person at the headquarters of our Department, ul. Marszałkowska 3/5 Warsaw, stand 21, ticket with the letter "W" or through the registry office of the office, ul. Marszałkowska 3/5 Warsaw, pl. Bankowy 3/5 Warsaw. Use the cover letter when sending documents to the Department of Foreigners' Affairs.
Fees for issuing/replacing a Polish foreigner's identity document
The fee for issuing the document is PLN 100
The reduced fee is PLN 50
A 50% discount on the fee for issuing or replacing a Polish identity document is available to foreigners:
- who are in a difficult financial situation;
- whose purpose of stay is to study at a secondary school and a university in the territory of the Republic of Poland;
- minors who, on the day of submitting the application for the issue or replacement of the document, are under 16 years of age.
The fee for replacing the document in the case of culpable loss or culpable destruction is PLN 200,00
The fee for replacing the residence document in the event of another culpable loss or another culpable destruction is PLN 300,00

What should I know?
A Polish identity document for a foreigner is issued by the voivode competent for your place of residence. If we refuse to issue you a Polish foreigner's identity document, you will receive an appropriate decision.
You collect the document in person at the Department for Foreigners in Warsaw, ul. Marszałkowska 3/5 Warszawa, stand 21, take a ticket with the letter "W".
If the document has been issued to a foreigner who has not turned 13 by the date of its receipt, the document will be collected by his statutory representative or curator.
The document will be issued within 30 days of receipt of the complete set of documents. If it is necessary to conduct additional explanatory proceedings, you will be notified in writing of the expected date of issuing the document and the reasons for the delays.
To pick up the document, bring a valid identity document and the foreigner's previous Polish identity document, if issued.
The party may appeal against the negative decision to the Head of the Office for Foreigners - through the Mazowieckie Voivode - within 14 days from the date of its delivery.
During the period for lodging an appeal, the party may waive the right to appeal against the public administration authority that issued the decision.
On the day of delivery to the public administration body of the statement on the waiver of the right to appeal by the last party to the proceedings, the decision becomes final and binding.
If the right to appeal against the decision is waived, there is no right to appeal to the administrative court.
