When should I apply for edition document?

Apply for a Polish travel document for a foreigner if you have lost your travel document or if your travel document has been damaged or has expired and you are unable to obtain a new travel document. You can apply for a Polish travel document for a foreigner if you have:

When should I apply for exchange of a Polish travel document?

Where to submit the application?

Correctly and completely completed application via inPOL foreigner's portal, print and submit at the Department for Foreigners in Warsaw, ul. Marszałkowska 3/5, stand 21 (take a ticket with the letter "W").

If you are unable to submit the application in person, please send a complete and correctly completed application in paper form by post. You can also submit an application via our office at ul. Marszałkowska 3/5 Warsaw. Documents submitted to the Registration Office are not verified and are not confirmed to be true copies of the originals. The service is available after prior reservation of the date and time e-service portal. By booking an appointment, you accept at the same time registration regulations.

If you submit your application by post or through the application office, you will have to wait for the Office's summons. Then, after receiving the summons, you will be obliged, within the time limit specified in the summons, to present the original documents. During the visit, you can also submit other required documents.

What documents do I need to attach to the application?

Documents needed to initiate the procedure (so-called formal requirements):

  • application in 1 copy, completed in Polish, in accordance with the instruction, via inPOL foreigner's portal. In the case of a minor child, an application signed by one of the parents or a court-appointed guardian;
  • 2 Photos;
  • a photocopy of a valid travel document (original available for inspection), in particularly justified cases, when you do not have a valid travel document and you are unable to obtain it, you can present another document confirming your identity;

To start the procedure, you will also need confirmation that you have paid for the issue or replacement of the document.

You are exempt from the obligation to submit a valid travel document or a document confirming your identity when you have a certificate that you are a victim of trafficking in human beings and due to special circumstances you do not have such a document and you have no possibility to obtain it.

Documents needed to issue a Polish travel document for a foreigner:

  • documents necessary to confirm the data and circumstances provided in the application, i.e. documents confirming the inability to obtain a travel document issued by the competent authorities of the country of origin, documents confirming the status of a stateless person, a decision on granting subsidiary protection on the territory of Poland or a residence permit for humanitarian reasons;

If you do not complete the formal deficiencies, your application will remain left unrecognized and proceedings will not be conducted.

All documents must be submitted in original or certified copy. You can submit missing documents in person at our Department, ul. Fees for issuing/replacing a Polish travel document for a foreigner

The fee for issuing the document is PLN 350

A 50% discount on the fee for issuing or replacing a Polish travel document is available to foreigners:

  • who are in a difficult financial situation;

whose purpose of stay is to study at a secondary school and a university in the territory of the Republic of Poland;

  • minors who, on the day of submitting the application for the issue or replacement of the document, are under 16 years of age.

The fee for replacing the document in the case of culpable loss or culpable destruction is PLN 700.

In the period from 1 July 2023 to 30 June 2025, citizens of Belarus applying for a Polish travel document for a foreigner are exempt from the fee.

What should I know?

A Polish travel document for a foreigner is issued for a period of 1 year and during its validity period it entitles to multiple border crossings.

Issuing a Polish travel document for a foreigner does not release you from the obligation to take steps to obtain a travel document from your country of origin.

You collect the document in person at the Department for Foreigners in Warsaw, ul. Marszałkowska 3/5, stand 21 (take a ticket with the letter "W").

If the document has been issued to a foreigner who has not turned 13 by the date of its receipt, the document will be collected by his statutory representative or curator.

The document will be issued within 30 days of receipt of the complete set of documents. If it is necessary to conduct additional explanatory proceedings, you will be notified in writing of the expected date of issuing the document and the reasons for the delays.

To pick up the document, take with you a valid identity document and a previous Polish travel document for a foreigner, if issued.

A Polish travel document for a foreigner is issued by the voivode competent for your place of stay. If we refuse to issue you a Polish travel document, you will receive an appropriate decision.

He serves the party from the negative decision appeal to the Head of the Office for Foreigners via the Mazowieckie Voivode within 14 days of its delivery.
During the period for lodging an appeal, the party may waive the right to appeal against the public administration authority that issued the decision.
On the day of delivery to the public administration body of the statement on the waiver of the right to appeal by the last party to the proceedings, the decision becomes final and binding.

If the right to appeal against the decision is waived, there is no right to appeal to the administrative court.

In the period from July 1, 2023 to December 31, 2023, Belarusian citizens applying for a Polish travel document for a foreigner are exempt from the fee.
